Sonoma County requires all projects subject to CALGreen with a Building Permit to recycle 100% of inert materials (including but not limited to concrete, asphalt, soil, stone, and fines) and 65% of all other materials.

Effective February 2, 2026

Permit Sonoma is changing our Construction and Demolition (C&D) program.  In the recent past we have been using Green Halo software to capture the amounts of waste diversion.  As of February 2026, Permit Sonoma will no longer be using the Green Halo software.  In lieu of Green Halo, Permit Sonoma has developed a form for creating and submitting a Construction Waste Management Plan.  The form (BPC-071) is available on the Green Building Forms page.

Requirements

The process is for the customer (project team) to submit a preliminary BPC-071 as the waste management plan prior to the first inspection and a final BPC-071 Construction Waste Management Plan at the end of the construction.

Sonoma County requires all Sonoma County projects with a Building Permit, subject to CALGreen Section 5.408.1 and 4.408.1 to recycle:

  • 100% of all inert materials (including but not limited to concrete, asphalt, soil, stone, and fines), and
  • 65% of all other material

Submissions are to be made through Permit Sonoma’s ACA online portal.

Permit Sonoma will send reminders at permit issuance, and Building Inspection will follow up during construction inspections.
