OnePave Permitting Procedures

Encroachment permit applications that propose pavement cuts in roads within the OnePave Map (PDF) areas shall be:

  1. Initialized by the Resiliency Permit Center but reviewed, issued and inspected by Permit Sonoma;
  2. Conditioned to repave and restore roads in accordance with the OnePave Standard (PDF)) instead of the traditional Department of Transportation and Public Works Standard 219 and pay an in lieu fee representing the resurfacing material, asphaltic concrete (“AC”), cost savings between the two standards (“OnePave Fee”), and;
  3. Subject to the OnePave Program permitting requirements described below in addition to all normally applicable encroachment permitting policies, procedures, and standards.

Initial OnePave Exhibits

Applicants submitting encroachment permit applications subject to OnePave shall submit two Initial OnePave Exhibits (Exhibit 1 and Exhibit 2, described below) prior to permit issuance. The Initial OnePave Exhibits must clearly and accurately identify and quantify the volumes and costs of AC pavement for the proposed scope of work to comply with the requirements of both Standard 219 and the OnePave Standard. The difference in the AC quantities shall be used to determine an Estimated OnePave Fee.

  • Exhibit 1 must identify and quantify the volume and cost of AC pavement for the proposed scope of work to comply with Standard 219 requirements using the following method:
    1. First, identify and quantify the area (in square feet) of pavement cut and replacement required to comply with Standard 219.
    2. Second, multiply the pavement area by 0.25 feet (the standard depth of AC pavement) to calculate the pavement volume quantity (in cubic feet).
    3. Third, multiply the pavement volume by $9.38 per cubic foot (the AC Cost established by OnePave) to calculate the “Estimated Standard 219 AC Cost” (in dollars).
  • Exhibit 2 must identify and quantify the volume and cost of AC pavement for the proposed scope of work to comply with the OnePave Standard requirements using the following method:
    1. First, identify and quantify the area (in square feet) of pavement cut and replacement required to comply with the OnePave Standard.
    2. Second, multiply the pavement area by 0.25 feet (the standard depth of AC pavement) to calculate the pavement volume quantity (in cubic feet).
    3. Third, multiply the pavement volume by $9.38 per cubic foot (the AC Cost established by OnePave) to calculate the “Estimated OnePave AC Cost” (in dollars).

The Estimated OnePave Fee is calculated by subtracting the “Estimated OnePave AC Cost” from the “Estimated Standard 219 AC Cost”.

Permit Sonoma staff shall notify the applicant of the Estimated OnePave Fee and, prior to issuance of the encroachment permit, the applicant must acknowledge, in writing, their responsibility and obligation to pay a future Actual OnePave Fee based on worked actually performed and described below.

Final OnePave Exhibits

Permittees with encroachment permits subject to OnePave shall submit two Final OnePave Exhibits (Exhibit 3 and Exhibit 4, described below) after completion of work but prior to final approval the encroachment permit. The Final OnePave Exhibits must clearly and accurately identify and quantify the volumes and costs of AC pavement for work actually performed to comply with the requirements of both Standard 219 and the OnePave Standard. The difference in the AC quantities shall be used to determine an Actual OnePave Fee.

 

  • Exhibit 3 must identify and quantify the volume and cost of AC pavement for work actually performed to comply with Standard 219 requirements using the following method:
    1. First, identify and quantify the area (in square feet) of pavement cut and replacement required to comply with Standard 219.
    2. Second, multiply the pavement area by 0.25 feet (the standard depth of AC pavement) to calculate the pavement volume quantity (in cubic feet).
    3. Third, multiply the pavement volume by $9.38 per cubic foot (the AC Cost established by OnePave) to calculate the “Actual Standard 219 AC Cost” (in dollars).
  • Exhibit 4 must identify and quantify the volume and cost of AC pavement for work actually performed to comply with the OnePave Standard requirements using the following method:
    1. First, identify and quantify the area (in square feet) of pavement cut and replacement required to comply with the OnePave Standard.
    2. Second, multiply the pavement area by 0.25 feet (the standard depth of AC pavement) to calculate the pavement volume quantity (in cubic feet).
    3. Third, multiply the pavement volume by $9.38 per cubic foot (the AC Cost established by OnePave) to calculate the “Actual OnePave AC Cost” (in dollars).

The Actual OnePave Fee is calculated by subtracting the “Actual OnePave AC Cost” from the “Actual Standard 219 AC Cost”.

Final Approval of Encroachment Permits

Prior to final approval of an encroachment permit, Permit Sonoma staff shall inspect completed work to verify compliance with all applicable standards and the permittee must pay the Actual OnePave Fee.

Permit Sonoma staff shall perform field inspections to verify the accuracy of the Final OnePave Exhibits and compliance with the OnePave Standard including review of required compaction testing documentation. If any significant discrepancies are discovered with the Final OnePave Exhibits through field inspections then Permit Sonoma staff will request the permittee to submit revised and accurate Final OnePave Exhibits. Process repeats, as necessary, until field inspection verifies accuracy of Final OnePave Exhibits. Re-inspection fees may apply.

After confirmation of accurate Final OnePave Exhibits, Permit Sonoma staff will assess the Actual OnePave Fee then notify the permittee of the outstanding balance due.  The Actual OnePave Fee must be paid in order to receive final approval of the encroachment permit.

Permittee must pay Actual OnePave Fee and notify Permit Sonoma staff when payment is submitted.

Permit Sonoma will provide final approval of encroachment permit after payment of Actual OnePave Fee is confirmed.
