Construction plans and documents are to be submitted electronically. Paper documents are not accepted when applying for a permit.

The instructions and forms listed below are undergoing review. Some may still contain outdated instructions to print out copies of construction plans and documents. Please ignore that instruction and submit electronically. Only print items if directly instructed by Permit Sonoma for your situation.

  • WLS-048 Emergency Drought Standards for Well Construction

    On March 28, 2022, Governor Newsom issued an Executive Order to address the continuing western drought (Note: this order was amended in March 2023 by Executive Order N-3-23). The order requires additional review of well permits by local jurisdictions and groundwater sustainability agencies, as specified by paragraph 9 of the order. (Version: 04/19/2024)

  • WLS-051 Level 1 Water Conservation Certification (PDF)

    This certification form documents compliance with the County’s well ordinance relative to Level I water conservation measures that are required for water well permit applications submitted after October 4, 2022. This form ensures property owners are aware and understand that water conservation requirements are ongoing, and transferable to subsequent property owners upon change of property ownership.   • WLS-052 Operational Permit (OPR) Easement Quit Claim Request

    Property owners who would like to remove their easement because they are no longer in the OPR Program must complete this Easement Quit Claim Request form. (Version: 07/11/2023)

  • WLS-056 Level 2 Water Conservation Completion Form (PDF)

    This certification form documents compliance with the County’s well ordinance relative to water conservation measures and limits to groundwater extraction that are required for certain water well permit applications submitted after October 4, 2022 within the Public Trust Review Area. This form ensures property owners are aware of and understand that water conservation requirements are ongoing and are transferable to subsequent property owners upon change of property ownership.
