The Project Review and Advisory Committee (PRAC) serves as technical advisory committee on subdivisions, takes referrals from Board and Planning Commission, approves, oversees and makes recommendations to the Board and LAFCO concerning minor subdivisions, examines projects to determine necessity of preparing an Environmental Impact Report and recommends on environmental issues.

This committee replaces and performs the functions of the Environmental Protection Committee, the Engineering Advisory Committee, and the Mineral Resources Committee.

The Project Review and Advisory Committee meets the 1st and 3rd Thursday of each month (and as needed).

Categorical Exemption

Proposal:

Certificate of Modification to remove 50-foot-wide right-of-way serving Lots 2, 3, and 4 as depicted on Parcel Map 3617, Book 195, Pages 2, Sonoma County Records. The easement will no longer be needed once the pending Lot Line Adjustment LLA21- 0029 is approved and the deeds have recorded which will reconfigure the parcels so they all have street frontage on Napa Road.

Recommended Action:

Staff recommends that the Project Review and Advisory Committee (PRAC) approve the project subject to the attached conditions and find the project exempt from the California Environmental Quality Act (CEQA).

Speaking In-Person on an Agenda Item

If you wish to speak in-person on an item which appears on this agenda, please fill out a speaker card and drop it in the box near the staff table. You will be called by the Chair in the order received. Your name, will be announced when it’s your turn to speak (1 public comment is allowed per person). The meetings are recorded and all in person testimony must be given through the microphone. Please state your name upon approaching the microphone. Each person may speak only once and is usually granted 3 minutes. Time limits are at the discretion of the Chair. Questions raised by the public are to be directed to the Commission. At the end of the hearing, the Commission may ask staff or the applicant to respond to any questions raised during the hearing.
