Notice of Preparation Published for Housing Sites EIR Project
The public is invited to provide input on environmental analysis of identified sites

Permit Sonoma is publishing a Notice of Preparation (NOP), which notifies responsible agencies and interested parties of its intent to prepare a Draft Environmental Impact Report (EIR) to analyze sites proposed for possible rezoning to allow for the development of housing. The EIR will specifically look at the potential environmental impacts of development on these sites and will provide solutions to avoid, lesson, or offset those impacts. The sites are located in Urban Service Areas, which are areas near cities or unincorporated communities that have access to water and sewer service. A list of sites and maps are available in the NOP. The EIR process will further refine the sites to be proposed for rezoning.
The NOP marks the beginning of a 30-day review period (March 11, 2020 through April 11, 2020) and is when the public may submit comments to guide the County’s analysis.
Members of the public can ask questions and submit comments in person at a meeting on April 2, 2020, from 6:00 PM to 8:00 PM at the Board of Supervisors Chambers, 575 Administration Drive 102A, Santa Rosa. The presentation given at the meeting will be available online. Comments can also be submitted via an interactive map.
Potential zoning designations include:
- Medium Density Residential (R2), which would allow a range of housing types including single-family homes, cottage housing developments, and multifamily housing
- Workforce Housing Combining Zone (WH) which allows for businesses, housing, or both to be developed on commercial and industrial land
This project is part of the County’s ongoing work to increase housing opportunities in urban areas, and to comply with State law requiring all cities and counties to adequately plan for housing at all income levels.
