The function of the Environmental Review Committee (ERC) is to review public projects in accordance with the California Environmental Quality Act (CEQA) to determine whether a Mitigated Negative Declaration or an Environmental Impact Report is required. The evaluation is based on review of a project description and an environmental document (called an Initial Study).

Env. Doc: Initial Study Mitigated Negative Declaration
Proposal: Sonoma County Public Infrastructure proposes to construct a permanent bridge 2-lane bridge across the Russian River on Washington School Road to replace the current, temporary summer crossing, located in northern Sonoma County near the unincorporated community of Asti, CA. Washington School Road is classified a major collector route with a design speed of 30 mph. The road currently connects Asti Road on the south with River Road on the north, crossing the Russian River with a temporary low flow seasonal crossing known as the Asti Summer Crossing (ASC) typically in place from June 15- October 15.
Recommended Action: To agree that the Initial Study demonstrates that no significant unavoidable impacts are anticipated for project and support a Mitigated Negative Declaration to be the appropriate level of CEQA analysis

Public Comment

The  Environmental Review Committee invites interested persons to submit comments which are entered into the permanent record. Written comments received prior to and during the hearing are distributed to the commissioners, staff, and are available to the public via the public copies link in the calendar section of this agenda. Written comments received after the package is made public may be read into the record.

Mail Public Comments

Submit letters prior to the hearing by mail addressed to: Permit Sonoma, 2550 Ventura Avenue, Santa Rosa, CA 95403 and include the project number.

Submit emailed public comments to the Project Review and Advisory Committee please email ERC@sonoma-county.org. Please provide your name and the project number along with your written comment. Comments are distributed to the commissioners and staff.

Speaking In-Person on an Agenda Item

If you wish to speak on an item which appears on this agenda, please fill out a speaker card and drop it in the box near the staff table. You will be called by the Chair in the order received. Your name, will be announced when it’s your turn to speak (1 public comment is allowed per person). The meetings are recorded and all in person testimony must be given through the microphone. Please state your name upon approaching the microphone. Each person may speak only once and is usually granted 3 minutes. Time limits are at the discretion of the Chair. Questions raised by the public are to be directed to the Committee. At the end of the hearing, the Committee may ask staff or the applicant to respond to any questions raised during the hearing.

If you wish to comment on a hearing waiver item, submit your comment directly to the assigned planner prior to the “last day for public comment” date listed for each item.
