| Env Doc: | Permit Sonoma has determined that the proposed amendments to Chapter 26 implementing the Subprograms 15d, 15f, 16b of the adopted County Housing Element are exempt from the California Environmental Quality Act (CEQA). The proposed updates are exempt under Public Resources Code Section 21080.085, which provides that CEQA does not apply to rezonings that implement the schedule of actions of an adopted and certified Housing Element. Additionally and in the alternative, the updates to local density bonus provisions and the deletion of the Lance Drive Local Guidelines are exempt under CEQA Guidelines Section 15061(b)(3), as it can be seen with certainty that there is no possibility the project will result in a direct or indirect physical change in the environment. Revisions to the local density bonus programs only change the eligibility and affordability criteria for the programs, and do not increase potential densities over what is currently allowed. The removal of the Lance Drive Local Guidelines has no impact on the environment because the affected parcels have been annexed by the City of Santa Rosa and the County no longer has land use jurisdiction. |
| Proposal: | The Sonoma County Planning Commission will conduct a public hearing to consider a recommendation to the Board of Supervisors on a proposed ordinance amending Sonoma County Code Chapter 26 (Zoning Regulations), Articles 04, 08, 24, 59, 63, 75, 88, 89 and 90 to implement Subprograms 15d, 15f, 16b of the Sonoma County Housing Element and remove obstacles to housing production. The proposed ordinance updates the Cottage Housing land use category to allow up to 4 units by right in R1 and R2 districts and modify development standards, modifies the Affordable Housing (AH) combining district to allow increased density for projects that provide housing for special needs populations, restructures the Rental Housing Opportunity local density bonus program to better incentivize affordable housing production, clarifies the applicability of various local density bonus programs, and removes the Lance Drive local guidelines (LG/LAN) combining district. |
| Recommended Action: | Staff recommends that the Planning Commission adopt a resolution recommending that the Board adopt the proposed ordinance amending the text of Sonoma County Code Chapter 26 (Zoning Regulations), Articles 04, 08, 24, 59, 63, 75, 88, 89 and 90 to implement the 2023-2031 Housing Element. |

| Env Doc: | Permit Sonoma has determined that the proposed amendments to Sonoma County Code are exempt from the California Environmental Quality Act (CEQA) under State CEQA Guidelines Section 15061(b)(3) (common sense) and Section 15305 (Minor Alterations). The amendments to the General Plan Land Use Map and zoning designations of specific parcels to correct historical errors are exempt under Section 15061(b)(3) because it can be seen with certainty that there is no possibility the project will result in a significant effect on the environment. Corrections to the General Plan Land Use Map and zoning designations of specific parcels that are to implement previously approved project conditions of approval were analyzed in compliance with CEQA as part of their originating project and at the time of project approval. These amendments are exempt under Section 15305 because the amendments merely realign land use and zoning designation boundaries to be coterminous with adjusted property lines. Amendments to the text of Sonoma County Code Chapter 26 (Zoning) are exempt under Section 15061(b)(3) because it can be seen with certainty that they will not have a significant effect on the environment as the changes are editorial in nature and only correct inaccuracies and inadvertent omissions, and do not make substantive changes. |
| Proposal: |
The Sonoma County Planning Commission will conduct a public hearing to consider a recommendation to the Board of Supervisors to amend the Sonoma County General Plan Land Use Map and zoning designations in the Official Zoning Database (OZD) to correct historical mapping errors and implement previously adopted conditions of approval affecting specific parcels; and amend the text of Sonoma County Code Chapter 26 (Zoning) to correct inaccuracies and inadvertent omissions and make other minor corrections and non-substantive clarifications. This project does not include adjustments to combining district boundaries except those required due to historical error or project conditions of approval. A list of affected parcels can be found at the following link or by scanning the QR Code: https://share.sonoma-county.org/link/YiMXMeTuEeo/ |
