The California Public Utilities Code requires that every county which has an airport operated for the benefit of the general public or is served by a scheduled airline establish an Airport Land Use Commission (ALUC) to provide for the orderly development of air transportation, ensure compatible land uses around airports, and protect the public health, safety and welfare.

The Airport Land Use Commission achieves this by adopting an airport land use plan which sets forth standards and policies to assure that land uses around airports are compatible with airport operations and do not result in unacceptable risks or reductions to aircraft safety, nor exposure of residents to excessive noise or safety hazards from the airport operations.

The Airport Land Use Commission reviews the consistency of proposed actions or projects with the adopted policies and standards.
